It looks like the majority of changes are in the admin functions, which would most likely effect and admin plugins. Changes to wordpress functions and calls would effect plugins that work with those functions but I can’t say for sure based on the documentation that is out there what it will break and what it won’t. The last upgrade brought a doc that showed what plugins would work with the new version and what wouldn’t, so I hope there is a compilation like that again.
